School Description and Mission Statement 

     Buljan Middle School is located in the Roseville City School District within the city limits of Roseville.  This school is one of sixteen in the District.  Buljan Middle School opened in January of 1994.  The school serves students in grades sixth, seventh, and eighth.

Buljan School’s vision is one in which staff, community, and students work together to provide a positive, nurturing, and safe learning environment that encourages responsibility, integrity, and an enthusiasm for learning.  Buljan Middle School’s mission is to provide a quality education for each students, which addresses their unique academic, emotional, and social needs, as well as challenge them to become productive and responsible citizens.

Buljan School prides itself on offering a challenging academic curriculum and providing students with opportunities to enrich their school experience through participation in athletics, instrumental band, student leadership, yearbook, journalism, cheerleading, multi media, drama, art, industrial arts, computers, performing arts, various clubs, and fitness (including intramural athletics).   

 

 

 

Opportunities for Parental Involvement 

This section provides information about opportunities for parents to become involved with school activities.  

 Parents play a very important role at Buljan Middle School through their active participation and involvement in School Site Council, Parent Teacher Club, Band Boosters, Technology Boosters, various annual events, and regular volunteering of their services in the classrooms.  Buljan has become a focal point and center for students and their parents.  The school enjoys a very stable community with values that support our many programs for students.

Buljan Middle School is also happy to provide a Homework Hotline program that enables students and parents the ability to retrieve homework and classroom assignments via the phone.

II. School Climate 

 

School Safety Plan 

 

This section provides information about the school's comprehensive safety plan. 

 

The safety committee at Buljan Middle School developed a Comprehensive School Site Safety Plan outlining the procedures to be followed in the event of an emergency affecting the school site.  The plan included procedures for coordinating resources to respond to any emergency including natural disasters, environmental health issues, accidents, or intruders.  Staff have been assigned roles and trained to work efficiently with each other and with other public service officers to ensure the safety of students and staff.  All students and staff members are routinely drilled throughout the school year on a monthly basis the various procedures outlined in the safety plan.  The Comprehensive School Site Plan was reviewed and approved by the Buljan School Site Council in October of 2006. 

 

 

 

 

School Discipline Practices 

 

This section provides information about the school's efforts to create and maintain a positive learning environment, including the school’s use of disciplinary strategies. 

 

 Each teacher is responsible for developing a classroom management plan, which reinforces positive behavior and holds students accountable for negative behavior in a fair, consistent, and progressive manner.  The management plans include provisions for parent contact/conferences, after school detention, assigning of demerits, and referrals to the Assistant Principals or Counselor.  Students who have exemplified outstanding behavior and/or attitude are recognized by staff through the distribution of Doghouse coupons which are redeemable at the student store for treats, Student of the Month nominations where the winners receive a free breakfast at a local restaurant, a T-shirt and certificate, Spirit Points are accumulated in order to participate in the Spirit Point field trip, certificates for special recognition and Character education Awards.

III. School Facilities 

 

School Facility Conditions and Improvements 

 

This section provides information about the condition of the school’s grounds, buildings, and restrooms, and a description of any planned or recently completed facility improvements. 

 

Buljan School has 18.4 acres with an adjoining 4.5 acre City park and a view of the foothills with 67,000 square feet in 12 state-of-the-art buildings, including a central courtyard and outdoor stage.  The school is bordered on the west by Washington Blvd., on the east by the City park, and on the north and south by residential lots.  The neighboring City park and Buljan Middle School’s gymnasium and multi-purpose are used for community activities.  Site puchase and construction costs totaled $14 million ( 30% developer fees and 70% 1992 general obligation bond).

Custodial staff insures the adequacy of school facilities including the condition and cleanliness of the school grounds, buildings, and restrooms. The district governing board has adopted cleaning standards for all schools in the district.  A summary of these standards is available at the school office, and the district office.  The administration works daily with the custodial staff to ensure a clean and safe school.  Ongoing School Safety Plan updates and trainings enable the staff to keep students safe on school grounds before, during, and after school.  A safe and clean environment promotes the effective teaching and enhanced student academics at George A. Buljan Middle School.

The Roseville Fire Department conducts yearly inspections of the school facility.  The school was found to be in good repair.

Teacher Evaluation Process 

This section provides information about the procedures and the criteria used for teacher evaluations. 

 In the Roseville City School District, teachers are evaluated annually utilizing the California Standards for the Teaching Profession.  Based on staff evaluations, District and State directives, and local concerns, teachers and administrators have opportunities to attend professional meetings, in-service activities, and conferences.  Teachers receive training in instructional improvement, and administrators are trained in supervision practices.  Beginning teachers are evaluated formally twice a year for their first two years of employment.  Teachers tenured with 3-10 years of employment are formally evaluated every other year, while still being held accountable for working towards the achievement of the California Teaching Standards.  Tenured teachers who have taught over 11 years are evaluated formally every fifth year.  Each teacher every year sets a professional goal and has biannual conversations with the administration regarding their progress towards those goals.  The results of these conversations and evaluations are sent to the district office and are completely confidential between the teacher and administration.

The Academic Performance Index (API) is an annual measure of the academic performance and progress of schools in California. API scores range from 200 to 1,000, with a statewide target of 800. API Ranks – Three-Year Comparison 

 

This table displays the school’s statewide and similar schools API ranks. The statewide API rank ranges from 1 to 10. A statewide rank of 1 means that the school has an API score in the lowest 10 percent of all schools in the state, while a statewide rank of 10 means that the school has an API score in the highest 10 percent of all schools in the state. XI. Instructional Planning and Scheduling  

School Instruction and Leadership 

This section provides information about the structure of the school's instructional program and the experience of the school’s leadership team.  

The principal at Buljan Middle School has been in his position since the opening of the school in January of 1994.

 

Parents, teachers, and students are able to voice their concerns/ideas through a variety of venues.  The school site council is comprised of parents, teachers, administrators, and students.  Decisions regarding the school site plan are made in this council and disseminated throughout the school through department chair meetings and staff meetings.

 

Standard based curriculum is delivered throughout the school through state adopted curriculum.  Teachers are provided with staff development opportunities through the publishers of the adopted curriculum, the county, school district and school site.  Through the evaluation process teachers are held accountable in delivering standard based lessons and units to the students.

 

Students with special needs are supported throughout the school day through the availability of special programs.  Students who have been identified as GATE are enrolled in the GATE program and clustered in classes that are focused on high achieving students and provide enrichment activities in order to support their learning needs.  English Language Learners are supported through our leveled program designed to meet the variety of language acquisition skills of our students. All of our teachers who support this program have been trained through CLAD or SDAIE classes.  Students who have IEPs or 504s are supported through the special education services on campus either through a full-inclusion program, a pull out program, or through differentiated instruction in the regular education classroom.  Before school and After school tutoring is available every morning and afternoon manned by credentialed teachers employed at the school.  An after school program run through the Roseville City Park and Recreation is also housed on site and available to all Buljan students from 3:15 – 6:00 p.m. each day.

 

Student progress is reported out through announcements, newsletters, PTC and SSC meetings, and graphs posted in key areas of the school.
