Draft 2026-2027 Local Control Accountability Plan (LCAP): The three-year Local Control Accountability Plan (LCAP) and the annual update culminate over six months of collaborative efforts by the Board of Education, staff, students, local bargaining groups, parents, and parent advisory groups.
The Superintendent has addressed any written comments received before the public hearing in a written response.
This public hearing’s announcement invites the public to submit written comments or questions concerning the actions and services detailed in the District’s LCAP. Comments and questions can be submitted via the District’s website at www.rcsdk8.org. The LCAP was made available for public review on our website on Monday, June 8, 2026, as mandated by Ed Code 52062(b)(1), requiring public posting at least 72 hours before the public hearing. After the public hearing concludes, the LCAP will be presented for approval at the Board of Education meeting on June 17, 2026.
The District’s budget cannot be approved until the LCAP is approved at the June 17, 2026, Board of Education meeting. The LCAP and Annual Budget are interconnected; hence, they are held concurrently for public hearings and approvals.

2026-2027 Budget: The 2026-2027 District Budget was available for the required 10 days before this public hearing, and the appropriate announcement was made in Gold Country Media. This public hearing is an opportunity for the public to comment on the District’s 2026-2027 Budget, which is available for inspection upon request at 1050 Main Street, Roseville, CA 95678.

2026-2027 Expenditure Plan for Proposition 30 Funds: The passage of Proposition 30 in November 2012 required several accountability measures for school districts.
For fiscal year 2026-2027 it is estimated the District will receive $17,529,933.00 in funding as a result of the passage of Proposition 30; 100% of these funds will be used for teacher salaries and benefits. This public hearing is an opportunity for the public to comment on the District’s proposed use of these funds for the 2026-2027 fiscal year.

Placer One TK-8: School Size Determination: At the regularly scheduled Board meeting in May 2026, the Board of Education directed staff to return with an agenda item to provide the Board an opportunity to discuss and provide direction regarding the size of the future Placer One TK-8 school.
The Board’s direction will assist staff in developing the project scope and educational specifications to be incorporated into the Request for Qualifications (RFQ) and Request for Proposals (RFP) processes scheduled to begin in summer 2026.
Staff will use the Board’s feedback and direction as the basis for developing procurement documents and subsequent design considerations for the future Placer One school site.

Adoption of the 2026-2027 Local Control Accountability Plan (LCAP): At the regularly scheduled Board of Education meeting held on June 15, 2026, a public hearing was conducted to allow public members to comment on the District’s 2026-2027 Local Control Accountability Plan (LCAP). After the Board adopts the Local Control Accountability Plan, it will be submitted to the Placer County Office of Education for review and approval.

Adoption of the 2026-2027 Budget: At the regularly scheduled Board meeting held on June 15, 2026, a public hearing was conducted to provide an opportunity for the public to comment on the District’s 2026-2027 District Budget, including components of the reserve. The 2026-2027 District Budget was available for the required 10 days before the public hearing and the appropriate announcement was made in Gold Country Media. Upon discussion and adoption of the budget, it will be forwarded to the Placer County Office of Education.

Present Roseville City School District Local Indicators for the California School Dashboard: Based on the Local Control Accountability Formula, passed in 2013, California has an accountability system based on multiple measures. These measures are used to determine the progress of local educational agencies (LEAs) and schools in meeting the needs of their students. The measures are based on factors contributing to quality education, including high school graduation rates, college/career readiness, student test scores, English learner (EL) progress, suspension rates, and parent engagement. Performance on these multiple measures is reported through the California School Dashboard. The Dashboard contains reports that display the performance of local educational agencies (LEAs), schools, and student groups on a set of state and local measures to help identify strengths, weaknesses, and areas for improvement. Staff will present information about RCSD’s Local Indicator Progress.
