Presentations:

  • California School Dashboard 2026: The Board of Education will learn about the 2026 California School Dashboard and, most specifically, the Dashboard data for the Roseville City School District. The Dashboard displays the performance of local educational agencies (LEAs), schools, and student groups across a set of state and local indicators to help identify strengths, challenges, and areas for improvement. It goes beyond test scores, measuring six areas: academic performance, chronic absenteeism, college/career readiness, English learner progress, graduation, and suspension rates. District staff will share data from 25-26 that measures student outcome growth. These are essential indicators of how schools are growing and improving.

Action Matters:

  • Award of Bid and Approval of Contract – Clark/Sullivan Construction & Arch Nexus for the Design and Construction of the PR-92 School: The District received proposals for the design and construction of the PR-92 school from ten companies. The proposals were received and opened on September 10, 2026, at 3:30 p.m. at 1050 Main Street, Roseville, CA. Staff reviewed the proposals and selected four of the ten companies for interviews. On September 25, 2026, District staff interviewed four design-build teams and decided unanimously to award the bid to Clark/Sullivan Construction & Arch Nexus. The approval of the PR-92 Design-Build Contract is for both Phase I preconstruction services and Phase II construction of PR-92; however, only Phase I fees are known and set at this time in the amount of $5,647,438.00. The Phase II construction fees will be determined in the fall of 2028.
  • Acceptance of Resolution No. 2026-27.05, Addendum to the Environmental Impact Report for the Sunset Area Plan/Placer Ranch Specific Plan for a future school site (PR-92): Roseville City School District (RCSD) has approved the development of up to a 1,500-student TK-8 school on an, approximately, 22-acre site identified as PR-92 within Placer One, (formerly called Placer Ranch Specific Plan or PRSP), located in Placer County. The project site (PR-92) was specifically identified in the PRSP as a middle school site. The Sunset Area Plan/Placer Ranch Specific Plan Environmental Impact Report (SAP/PRSP EIR) included project-level analysis of the PRSP, including two school sites. At the District’s request, the design of the school facilities was changed from a middle school site to a TK-8 site, which requires a review of the site to determine if there are potential environmental impacts and additional CEQA analyses. At the regularly scheduled February 19, 2026, Board meeting, the Board approved a proposal with Ascent Environmental for the completion of a Sunset Area Plan/Placer Ranch Specific Plan Environmental Impact Report for the Placer One School Project, which is the Addendum to the Placer Ranch Specific Plan EIR. The environmental review evaluated whether this consolidation would result in an intensification of development that could result in environmental effects beyond what was analyzed in the certified SAP/PRSP EIR, and if such environmental effects could occur, whether the impacts remain within the scope of that analysis such that an Addendum is appropriate under CEQA Guidelines Section 15164. Ascent evaluated the site modification and concluded that the proposed TK–8 school would not result in any new significant environmental impacts or substantially increase impacts previously identified in the original Environmental Impact Report. The completed report is being brought to the Board for approval.

  • Board of Education to reschedule the Thursday, December 10, 2026, Board Meeting to Monday, December 14, 2026: School district governing boards must hold an annual organizational meeting within 15 days starting on the second Friday in December following a regular election. Because the regularly scheduled meeting on December 10, 2026, falls outside this statutory window, a date change is necessary. The recommendation of the Superintendent is to designate Monday, December 14, 2026, as the revised Board meeting date for December 2026.
