Amoruso Ranch Development – School Plans and Boundary Updates

The Roseville City School District (RCSD) originally planned for an elementary school within the Amoruso Ranch Development, with funding expected from developer fees. However, due to a significant funding shortfall, the school will not be built. The estimated cost to build a school by 2029 is $100 million, while the District will receive $41 million from developer fees, leaving a $59 million gap. Despite ongoing discussions with the developer and the exploration of other revenue streams, no additional funds have been secured.

Why Was an Agreement Not Reached?

The District understands this news may be disappointing for current and future Amoruso Ranch families. RCSD had long anticipated a neighborhood school serving this community and spent considerable time working with the developer to explore ways to make the project feasible.

Over the past two years, the District re-engaged in negotiations multiple times in an effort to reach a solution that would support students and families while also meeting District educational and facility standards. In February 2026, the Board of Education extended an additional 90-day opportunity for the parties to finalize an agreement.

Unfortunately, despite ongoing conversations and several proposed options, the parties were unable to reach agreement on:

  • A fully-funded developer-built TK-5 school constructed to District facility standards; and
  • A reliable construction and completion timeline

In order to accommodate future growth in Roseville, a new school must be developed by 2031. As the District cannot responsibly plan for a school without confirmed funding and timelines, the District must now move forward with plans to open a TK-8 school in the Placer One development in 2031.

As a result, students from Amoruso Ranch will now be assigned to Vencil Brown Elementary and Buljan Middle School. This change was approved by the Board of Education on April 24, 2025 and took effect on July 1, 2025. Transportation is available due to the distance from the development to these schools.

Was a neighborhood school planned for the Amoruso Ranch Development in West Roseville? 

Yes. In 2016, the District entered into a mitigation agreement with the Amoruso Ranch developers, intending to fully fund the construction of an elementary school through developer fees. Unfortunately, the Amoruso Ranch Development was put on hold, and the rising construction costs over the past nine years significantly outpaced the escalator in the mitigation agreement. The District has determined that the funds generated from the development will not be sufficient to cover the cost of constructing the school.

Why will there no longer be a school in the Amoruso Ranch Development?

Despite ongoing efforts to collaborate with the developer to address the funding shortfall, no additional contributions have been secured. The estimated cost to build and open the school by 2029 is $100 million, while the District anticipates receiving $41 million in developer fees, leaving a $59 million shortfall.

What schools will students who live in Amoruso Ranch now attend?

As approved by the Board during the April 24, 2025, board meeting, the elementary and middle school boundaries are Vencil Brown Elementary and Buljan Middle School. This boundary change was effective July 1, 2025.

Will transportation be available for my students to attend Brown and/or Buljan?

Yes, as the distance between these homes and the schools is beyond the “reasonable walking/parent transport distance” (2 miles – elementary school students / 2.8 miles – middle school students) transportation is available.

What if I want to transfer to another RCSD school?

Students who reside inside the Roseville City School District Boundaries and desire to attend a school outside of their resident home school boundaries can apply for an intra-district transfer for a specific set of reasons. Transportation of the student is the responsibility of the parent/guardian.
