Local Control Accountability Plan
LCAP

Download the 2025-2026 Board Adopted LCAP: 2025 RCSD LCAP

Copies of the RCSD LCAP are available in hard copy at each school site front office.

The RCSD’s LCAP serves as a crucial planning document for the district, outlining the major goals for the next year, the actions and services that will be implemented to achieve those goals, the allocated funding for these initiatives, and the measurable outcomes used to evaluate success. This plan is integral to California’s Local Control Funding Formula (LCFF) model, granting districts more autonomy in allocating funding.

Under the LCFF, the RCSD receives the following funds:

  • LCFF Base Funding: Funding is provided for each student served based on average daily attendance.
  • LCFF Supplemental Funding: Additional funding is provided based on the number of Unduplicated Students, which includes English Learners, Foster Youth, Homeless Youth, and Low-Income students.

A significant aspect of the LCAP outlines how the district utilizes targeted funds, specifically the LCFF Supplemental Grant funding, to address the needs of English Learners, Foster Youth, Homeless Youth, and Low-Income students.

RCSD Goes “Green” on California School Dashboard

For the first time ever, Roseville City School District has scored Green in all academic categories on the California School Dashboard! Thank you to our staff, families, and community for your inspiring dedication to supporting student achievement.

For RCSD, green doesn’t mean “stop” – green means “go!” We look forward to building on this progress to continue improving outcomes for all students.

Read on for more information about what this achievement means, and visit RCSD’s California School Dashboard page for a full breakdown.

Overview of Results

The following is an overview of RCSD’s overall scores on the California School Dashboard. These results show improvement over time and represent growth for students. Visit RCSD’s California School Dashboard page for more details.

From highest to lowest, the five performance levels are: Blue, Green, Yellow, Orange, and Red.

  • English Language Arts: Green (Increased 5.7 Points)
  • Math: Green (Increased 5.5 Points)
  • Science: Green (Maintained 0.8 Points)
  • English Learner Progress: Green (Increased 3.2%)
  • Chronic Absenteeism: Yellow (Declined 0.8%)
  • Suspension Rate: Green (Declined 0.5%)

What is the California Student Dashboard?

The Dashboard is like a report card for our schools and districts. Each year, the California Department of Education collects data from school districts and “grades” them on a color scale. From highest to lowest, the five performance levels are: Blue, Green, Yellow, Orange, and Red.

The Dashboard contains reports that show local educational agency, school, and student group performance on six state indicators and five local indicators. There is an average score given for all student groups, as well as individual scores for schools and 14 specific student groups.

Why is the California Student Dashboard Important?

The California School Dashboard is a valuable tool for both families and educators because it provides meaningful information on school and district progress so they can participate in decisions to improve student learning.

The Dashboard…

  • Communicates how schools and districts are doing
  • Establishes common standards and expectations for all schools and districts
  • Identifies student groups, schools and districts that may need extra support
  • Focuses attention on 8 State Priorities
  • Informs annual budget and strategic planning processes

How Do RCSD’s Results Compare?

There are 517 Elementary School Districts in California; 19 are similar to our district because they have an enrollment above 10,000 and an unduplicated rate above 40%.

Here is where we rank in comparison to the similar districts for each state indicator:

  • English Language Arts – 1st
  • Math – 1st
  • Science – 1st
  • English Learner Progress – 1st
  • Chronic Absenteeism – 3rd
  • Suspension Rate – 1st
